Before founding Loop Closing LLC, Commander Jeffrey Neal, Retired, served a 24-year career in the United States Navy as a Civil Engineer Corps Officer solving our most complex operations and facilities problems by leading innovation and change for our nation’s Navy and Marine Corps bases worldwide. Troubled by our food waste management practices driving environmental and equity problems, he committed to determining solutions to transform it into an inclusive resource. Loop Closing’s distributed composting approach provides the needed increase in composting capacity much like the transition from mainframe to personal computer capacity increased over the past decades. Jeffrey has presented this work at regional and national industry conferences and covered in local and national media. LC’s sites have hosted over 100 community leaders from across the U.S. and five continents seeking to learn about LC’s work on distributed composting.

Jeffrey is a Bethesda Green 2021 Accelerator Resident, Echoing Green 2018 Fellow, won the best compost at the DC State Fair 2016-2018. He earned the Compost Facility Operator License from the state of Maryland in 2016 and developed a curriculum and teaches master composting courses. He earned his BS in Mechanical Engineering from Stanford and MS in Civil Engineering and Management from UC Berkeley and is a Licensed Professional Engineer and Contracting Officer.
